System Development Charges
System Development Charges (SDCs) are one-time fees collected when permitting new construction in a community. They help fund public infrastructure improvements that are necessary as a result of new development and growth. In Springfield, these charges support stormwater, wastewater, transportation, and new and enhanced parks. The City of Springfield collects park SDCs for Willamalane so the district can fund new park development, path and trail expansions, and park improvements that serve more people.
In 2023, Willamalane updated its 20-Year Comprehensive Plan, which outlines a series of projects that were requested by the community. SDCs are one of the funding tools that can help deliver these projects.

Willamalane’s SDCs
In January 2025, the board or directors adopted the necessary resolutions to phase in a new fee schedule and update the districts’ SDC process. The following documents provide information about Willamalane’s current SDC program.

SDC Deferrals
SDCs are typically collected at the time a building permit is issued. A deferral allows the payment of district SDCs to be postponed for eligible ADU and affordable housing projects until issuance of the Certificate of Occupancy by the City of Springfield.

SDC Waivers
Resolution 24-25-05 allows Willamalane to waive district SDC fees for projects that qualify for the City of Springfield’s affordable housing waiver program. To learn more about this program, visit the City of Springfield’s website.
Future Updates to Willamalane’s SDCs
Willamalane's SDC fees will be phased in over a three-year period beginning April 1, 2025, and ending January of 2027.
