System Development Charges
System Development Charges are one time fees collected when new construction occurs in a community. They help fund public infrastructure improvements that are necessary as a result of new development. In Springfield, these charges support stormwater, wastewater, transportation, and parks expansions. The City of Springfield collects park SDCs for Willamalane so the district can fund new park development, path and trail expansions, and park improvements that serve more people.
In 2023, Willamalane updated its 20-Year Comprehensive Plan, which outlines a series of projects that best serve the community. SDCs are one of the funding tools that can help deliver these projects.

- Lively Park shelter, dog park, parking, restrooms, volleyball, and basketball courts

Draft Methodology
This draft methodology establishes the maximum rate that Willamalane is allowed to charge based on projected growth and level of service. Per ORS 223.304 a draft methodology must be made available at least 60 days prior to the first hearing.
