Review Ordinance 100
Ordinance 100 is Willamalane’s board-adopted ordinance governing conduct on district property and in district programs. It is amended from time to time in response to input from the community and staff, as well as to reflect changes in state and federal laws, to ensure these public spaces remain safe and enjoyable for the community. The Willamalane Board of Directors passed the latest update to Ordinance 100 on July 8, 2026.

Highlighted Park Rules
Dogs must be on a leash at all times
No smoking or vaping of any kind
No alcoholic beverages (except by permit)
Day use only – no overnight stays
No open flames or campfires
No parking outside designated areas
Don’t feed the wildlife
Dispose of litter appropriately
E-Bikes
Use of permitted electric-powered vehicles, such as wheelchairs, skateboards, scooters, and other e-mobility devices, may occur only on multi-use paths or other hard-surface trails, except for medically prescribed mobility devices. Ordinance 100 clarifies and differentiates the allowed use of electric-assisted bicycles based on their classification, as specified in state law. Check subsection 17 of Ordinance 100 for all details.
E-Bikes in Springfield
Electric assisted bicycles are permitted in district parks and are subject to all district laws and rules that apply to bicycles, including those set forth in section 17 of Ordinance 100 and the following:
- Class 1 electric-assisted bicycles may be used on hard- or soft-surface trails and multi-use paths.
- Class 2 electric-assisted bicycles may be used on multi-use paths and hard- or soft-surface trails not designated exclusively for mountain bike use.
- Class 3 electric-assisted bicycles may not be used on any trail or multi-use path.
- Electric-assisted bicycles shall be operated in compliance with Oregon State Law.
- Electric motorcycles are not permitted on any public property.
- Riders must operate at a safe speed and be considerate of others on trails and paths.

Review Facility Rules
Facility rules are separate from Ordinance 100 and include specific guidelines for each of Willamalane’s facilities.
Metal Detecting
Metal detecting is allowed in many district parks with a permit issued by Willamalane Park and Recreation District Park Services. Permits are free and valid for one year from the date of issue. To start the permitting process, complete the form below and email it to the Planning, Parks, and Facilities Division at mk.britton@willamalane.org.
