2012 Bond Measure
In 2012, voters approved a $20 million bond measure for Willamalane Park and Recreation District to acquire, preserve, develop, and repair land for parks, trails, wildlife habitats, athletic fields, and recreation facilities. The approximate rate of property tax used to repay these bonds was $0.34 per $1,000 of assessed valuation.
How Bond Funds Were Used
Bond funds were used for land acquisition, park development, facility upgrades, and long-term infrastructure improvements that support recreation, access, and environmental stewardship. The bond funds were leveraged alongside district funds, over $3.4 million in partnerships, and over $700,000 in grants to complete capital improvement projects.
All projects funded through the bond measure were completed in 2019.

Completed projects
- Gamebird Park Community Garden: Willamalane partnered with Springfield Public Schools and Huerto de la Familia on a nearly one-acre community garden with 60 plots.
- Pacific Park Redevelopment: Willamalane redeveloped a park in the Pacific Park subdivision, adding a new playground, seating areas, and basketball court.
- Willamalane Adult Activity Center Updates: The facility’s kitchen equipment and carpeting were updated.
- Island Park Play Area Improvements: Willamalane added new playground surfacing, a sand play area, and a new restroom.
- Dorris Ranch: The park received new restrooms, signage, and entrance improvements.
- Mill Race Path: This 2.7-mile walking and cycling path follows the historic Springfield Mill Race from downtown to the Middle Fork Path.
- Marylhurst Park: This new neighborhood park was constructed at 18th and H Street.
- Willamalane Sports Park Construction: Willamalane added two new synthetic turf fields and replaced the turf on two others. A new entry plaza and restrooms were also added.
- Clearwater Park Additions: Willamalane built two new trails and installed a disc golf course.
- Quartz Park Playground: Willamalane partnered with Springfield Public Schools on a new park that will serve as a playground for one of their schools in the future.
- Thurston Hills Natural Area: Willamalane built a trailhead and internal trail system at this new 665-acre natural area.
- Conservation Updates at Splash: Willamalane made significant energy conservation upgrades to the facility.
- Ruff Park Improvements: This growing magnolia arboretum got new improvements to parking, paths, and landscaping.
- Weyerhauser-McKenzie Natural Area: Willamalane reconstructed a parking lot.
